Good morning and Happy Sunday! This is Notice News, it’s October 18 — midterms are 15 days away.

Trump waited until late Friday night to waive the Russia sanctions Congress passed in Lindsey Graham’s name, two days before they were due to kick in.

Trump waited until Friday night to kill Lindsey Graham’s Russia sanctions

Late Friday night, Trump signed an executive order waiving the Russia sanctions and tariffs that Congress passed last month. They were set to kick in today.

The law is named for Sen. Lindsey Graham, the Russia hawk who pushed for it and died in July. It passed the Senate 86-11. Trump signed it.

It would have put tariffs of up to 500% on Russian goods, and up to 100% on the biggest buyers of Russian oil and gas. It also went after Russian banks, oligarchs and the “shadow fleet” of tankers Putin uses to dodge sanctions.

“I am hereby waiving the application of such sanctions, restrictions, and duties provided for in the Graham Act,” Trump wrote.

The White House tied the move to diesel prices. Without the waiver, the law would have forced tariffs on Russian diesel, the same fuel Trump just made a deal to buy from Putin.

Republican Sen. Thom Tillis called it “beyond irresponsible.” “What part of enforcing a law passed 86-11 by the Senate does the President and his advisors not understand?” he asked.

John Cornyn said Graham “would be appalled.” Chuck Schumer said Trump “just gave Putin the best birthday gift he’ll get this year.”

Even National Review’s Andrew McCarthy, a former federal prosecutor, wrote that the waiver is “in likely violation of federal law.”

Zelensky called the decision “wrong.” “It only fuels their satisfaction and their desire to keep killing people,” he wrote.

Hours before the order, a reporter at the EU summit in Brussels asked Zelensky if Trump was making him a “scapegoat for his own problems.” Zelensky smiled, the room laughed, and he said, “This is my answer.”

On Saturday, Trump told reporters, “It’s a very good decision, and it’s going to be a decision that’s good for the country.”

Trump signed the Graham Act last month. He waived it before a single sanction took effect.

Thousands celebrate Mamdani's 35th birthday by doing good deeds for strangers

Mayor Zohran Mamdani turns 35 today, and thousands of people are celebrating by doing something nice for someone they've never met.

It started with a TikToker who goes by @Little_Miss_Contrarian. She built an online birthday card where you RSVP by pledging a good deed, a donation or an act of service. The goal was 5,000 pledges. By this morning, the card had more than 11,000 signatures from people in over 3,500 cities.

She's also been carrying a paper card around the city, from the Brooklyn Museum to City Hall to the red steps in Times Square, and hopes to hand it to the mayor herself.

One person pledged to clean out a neighborhood take-a-food, leave-a-food pantry, toss everything expired and restock it. Another donated to NYC women's shelters.

"Hey Mamdani I just want you to know you are one of the few reasons I have any hope left," the pantry volunteer wrote. "Thanks for being a bright spot in a dark life."

For his 79th birthday, Trump got a taxpayer-funded military parade with tanks rolling down Constitution Avenue.

The card is open through today. Pledge your good deed and sign it here. Happy birthday, Mister Mayor.

Trump fired his press secretary after five days. His first choice had already said no.

Katie Zacharia is out as White House press secretary after five days on the job.

Her first briefing lasted 14 minutes. She took three questions, all from conservative outlets. Then she admitted she’d failed the California bar exam and never retaken it, after calling herself a lawyer. Earlier, she’d said she passed the bar “when I moved to China.”

On Friday, Trump said he told her, “Katie, you know you don’t have to do this if you don’t want.” He added, “Maybe it’s not for her.” Within hours, she was gone.

She found out during an interview with the Wall Street Journal, in her new office. Trump aide Natalie Harp had pushed for her hire.

The last straw, per the Daily Beast, was her Thursday interview with Sean Hannity, who Trump said “was a little bit tough.”

On Tuesday, Hannity attacked the “corrupt media” for asking about her credentials and her bar exam. On Thursday, he asked her about her credentials and her bar exam.

Trump’s first pick, it turns out, was Maria Bartiromo, who turned the job down. He says he’s in “no rush” to replace Zacharia.

Anthony Scaramucci, who lasted 11 days in Trump’s first White House, posted, “Records are made to be broken. But I take no pleasure in other people’s pain.”

Barack and Michelle Obama, for the record, both passed the bar.

No Kings marched again, this time straight to the ballot box

No Kings filled streets across the country again on Saturday, and this time organizers sent everyone home with homework. Vote early.

In Washington, a band played at the Lincoln Memorial and people danced in the cold. Signs read “VOTE EARLY” and “HANDS OFF MY VOTE!” Crowds also turned out in Atlanta and Manhattan.

“The Constitution gives you one power, right? That is the power to vote,” Atlanta City Councilman Michael Julian Bond told the crowd. “Are you gonna use that power?”

Around 1:30 p.m. Eastern, in the middle of it all, the official No Kings Instagram account vanished. It was down for about an hour and a half, and organizers still couldn’t post after it came back.

Meta spokesman Andy Stone blamed an automated system set off by the account’s heavy posting. “Unfortunately, that automated action was clearly taken in error,” he said.

“We’re not going to stop organizing against this regime,” organizer Ezra Levin said.

The same week, Trump’s Justice Department sued California to stop it from counting mail ballots from people the federal government flagged as “likely” noncitizens. On Friday, it warned local officials who process those ballots that they could face criminal investigation.

Election Day is November 3, 16 days from today. If your state lets you vote early, we hope you will.

A man asked Abdul El-Sayed to disavow the Muslim Brotherhood. El-Sayed asked him right back.

Abdul El-Sayed was holding a town hall in Caro, Michigan, on Saturday when a man in the crowd started shouting, “Abdul, will you disavow the Muslim Brotherhood?”

“Yes,” El-Sayed said. “Why are you asking the question? Do you assume that I wouldn’t?”

The man said he hadn’t heard El-Sayed disavow them yet.

“Have you disavowed them?” El-Sayed asked. “I have not heard you disavow them yet.”

The man walked out. The crowd cheered.

The questions started after 2012 tweets from El-Sayed’s half-sister resurfaced, about their mother’s activism with the Brotherhood in Egypt in the early 1970s. El-Sayed was 3 when his parents divorced, and he didn’t see his mother for years.

Trump took his own shot at a rally in Georgia on Friday. “I’m the president. I can call you whatever the hell I want, Muhammad,” he said. Muhammad is El-Sayed’s middle name. “I was right... almost.”

On MS NOW, El-Sayed said the whole point of the question is “to insinuate that somehow I have dual loyalties.” He compared it to the questions John F. Kennedy got about the pope.

“I’m not running to be the first anything — I’m running to be the next senator from my state.”

A new poll from Rasmussen, a conservative pollster, has El-Sayed up 46% to 44% over Republican Mike Rogers, within the margin of error.

Even Rasmussen has him ahead.

Mamdani told every parking lot owner in New York to keep ICE out

Mayor Zohran Mamdani and more than 100 city and state officials sent a letter Thursday asking every private parking garage and lot owner in New York City not to let ICE use their property.

Their concern is that lots become staging grounds for raids, even when owners have no formal deal with ICE.

“Do not rent your property to ICE,” Mamdani said. “Tell them they are not welcome.”

The letter came after federal agents shot Oscar Belgal in his car in Marble Hill while his young son sat in the back seat. Local officials then asked Target and its co-owner, Kingsbridge Associates, whether ICE had a deal to use their lot. Target said it had none. Kingsbridge said it didn’t know ICE was using it.

“I am asking every garage and lot owner in this city to stop giving them that option,” Mamdani said.

And starting Monday, 22 city-funded food pantries will hand out free pet food, about $500,000 worth, so families who are struggling don’t have to give up their animals.

“For many of us, a pet isn’t a luxury. It’s family,” said Erin Dalton, the city’s social services commissioner.

Trump spent his weekend rating senators’ looks. Jon Ossoff rated Trump’s crowd.

Trump rallied in Dalton, Georgia, on Friday for Senate candidate Mike Collins, and opened with a review of the other guy’s face. “I don’t think Ossoff is a good looking man,” he said.

Collins, on the other hand, is “all man.” Trump said Ossoff “looks like Pee-wee,” and praised Collins’s “white hair” and “big strong build.”

Two protesters chanting “ICE out” were walked out. Trump claimed, without evidence, that they’d been paid $250 each.

Then he pitched his promised $5,000 dividend checks. “You can enjoy lunch at Mar-a-Lago. Where, for $5,000, you will get one hamburger and a small dessert,” he said. “I should not say that. It’s probably true.”

On Saturday in Kentucky, he went back to a subject he’d already covered in Ohio last week. “I stood right over here and I examined his ass,” Trump said. “I never did that. No, I never did that with a man before... My hand is still recovering.”

Ossoff answered at his own event on Saturday.

“Maybe you saw Donald Trump was in Dalton yesterday — a crowd smaller than this one endured two hours of senile babbling while the price of oil hit its five-month high.”

Donald Trump is not well. His speeches show serious cognitive decline, and he has bragged about taking three dementia tests in recent months.

This weekend he waived the sanctions Congress passed against Putin, then spent his rallies grading senators on their looks. He cannot be trusted with the most powerful job in the world.
